Our neighborhood got the streets seal coated recently and the Karens have been out in force whenever anything gets their precious clean streets dirty. My neighbor (not literally named Karen, but it’s close enough) preemptively told me not to wash my car in my driveway (w
hich I’ve done a total of maybe 5 times in the 10 years I’ve lived here)
because it would get the street dirty. And then she wanted to stay and chat with me! Read the room!

Karen doesn’t own the street, so the utility companies can come along and paint whatever the hell they want on it. Just wait until they come along and dig a big hole in it. Should have asked Karen, “Would you prefer I not drive on it either ?”

Take the initiative and power wash your driveway to remove any dirt that might have collected there the last time you washed your car.
If that doesn’t get her on the phone to some authority or at your door. Return the favor and go visit solely for the purpose of asserting need to pressure wash her driveway. Immediately followed by segueing into easy conversation with the sureness of someone who has just redressed a lesser who now needs to be reinforced.

Some cities/counties/states put a moratorium on digging for a period after the road has been resurfaced. I’ve worked on several projects where I had to coordinate with the utilities so they could get in and make repairs/upgrades after our construction crew removed the surface and before they put in the new overlay. We were working on disaster-related repairs, so there were lots of roads in our project list. It took months for us to get it all coordinated. It was a giant game of shuffle, with water, sewer, gas, electric, and cable providers all having to move things around in their own schedules to align with ours. It was a miracle that our delays were minimal.

Anyway, if she were complaining about people blowing debris into the road with leaf blowers (I bet her lawn service does this!) that might be one thing, but literal soapy water is really not an issue.
I do agree pavement markings like that should only be done with very short lived paint . That should not be a permanent feature.

My parents used to have a neighbor who would get annoyed when my father used power tools. My father is a carpenter and used power tools a lot. We spent a bunch of time a couple summers ago rebuilding the deck on the back of the house and it was an involved project. I helped, and for a couple weekends we would start at 9am and end by 3:00 or so. Every day the neighbor would call and shout at my father to turn the saws off and to stop making noise. My dad could not have cared any less as he was not violating any ordinances and so we continued on.
The day the deck was finished, my mother, father and I sat outside and had some dinner to celebrate . About the time the meal was done we heard someone say “Freeze! Put your hands up!” Mine and my father’s backs were to the voice and I assumed it was a neighbor goofing around. The look on my mother’s face told a different story and she quickly raised her hands and told my father and I to do the same.
Turns out the SWAT team was at the house, complete with masks and helmets and automatic assault weapons looking things. They had blocked off the top and bottom of the block and had team members in the back yards of the adjacent neighbors. It turns out the neighbor had called and reported my father as a “disturbed man threatening with a gun.”
My dad explained the situation to the cops, explained that he doesn’t, nor has he ever, owned a firearm, and that the neighbor was a fucking crazy person. This guy was in his 60's and swatted my fucking parents. The cops rolled out like it was just another casual day at the office wherein they pulled automatic weapons on some citizens enjoying dinner in the backyard. No apo logies, no explanation, no nothing.
In short, fuck neighbors. Also, fuck the police.

Just seems like an odd thing to care about is all. But that’s just me. I suppose the alternative is to put long term markers on the road or the adjacent sidewalk. I don’t know how else the utility companies can mark where their lines are otherwise.

He was spoken to by the police and he basically told them that he heard loud noises and the my father was yelling and he assumed the worst. My guess is that he didn’t anticipate the response that was shown by the cops. I wasn’t privy to the conversation, so I don’t know the whole story.
About two years later the police stormed the guy’s home and took him in for some kind of threats he made, or something. The police were in my folks backyard for that too. My parents live in a neighborhood where the average home price is probably $975,000. This isn’t like a trailer park, it’s a nice place to be. The same guy used to call my parent’s house collect and identify himself as “Ba rking Dog” when my parents dog would bark at something outside. He was a bit unhinged.

The colors of the spray paint used is actually important. White is used to indicate the area of future excavation or the routing of pipes, conduit, etc. My guess is that the paint has nothing to do with the new mill and overlay of the street and that they simply waited until that was done to make their marks so they would stay around until the work is complete . Those marks will be gone once the excavation occurs. The street will then have a patch that the neighbors can wring their hands about. Or, if nothing happens they will fade away in a few months. Many times, the people marking the streets are working as subcontractors for the utility company. Maybe they have to have the site marked X days in advance or something similar? The reason that they don’t use markings that will quickly wear away is probably three-fold: Cost, project timelines and the fact that nobody cares is the street has spray painted indicator lines on it.
